In an effort to combat corruption and maintain transparency, Ukrainian President Volodymyr Zelensky has taken a bold step by publicly disclosing details of his income. This move comes in the wake of alarming accusations of embezzlement within the military, shaking the trust of allies in Kyiv’s ability to combat corruption.
According to reports from his presidential website, Volodymyr Zelensky’s income witnessed a decline in both 2021 and 2022, particularly following Russia’s full-scale invasion. In 2021, his income dropped by 12 million Ukrainian hryvnia (£250,000), with a reported total income of 10.8 million hryvnia (£220,000). The following year, in 2022, the Zelensky family’s income further plummeted to 3.7 million hryvnia (£77,000) due to reduced rental income from properties owned, attributed to the outbreak of war.
Volodymyr Zelensky’s income declaration coincides with revelations of a massive corruption scheme involving arms purchases totaling approximately £32 million. The Ukrainian Security Service (SBU) uncovered this scheme, leading to charges against five officials for embezzling state funds designated for the purchase of 100,000 mortar shells for the military in August 2022.
This corruption scandal within the Ukrainian army poses a significant obstacle to the country’s aspirations to join the European Union, as international support hinges on effective anti-corruption measures. Zelensky, a former comedian and actor turned president, campaigned on a platform promising to combat corruption upon assuming office in 2019.
The investigation by the SBU implicates both current and former high-ranking officials from the defense ministry, along with managers of the arms supplier Lviv Arsenal. Funds provided in advance for the procurement of mortar shells were misappropriated, with the shells never being delivered as promised.
Efforts to address corruption within the ministry have led to the dismissal of former defense minister Oleksii Reznikov, who faced numerous corruption allegations during his tenure.
In light of these developments, Volodymyr Zelensky is urging all public officials to regularly disclose their incomes as part of broader efforts to increase transparency and rebuild trust in the government.
The stolen funds have been seized by the government, with steps being taken to return them to the Ukrainian budget. This move underscores Volodymyr Zelensky’s commitment to combating corruption and restoring confidence in Ukraine’s leadership amidst challenging times.
